Fixed-location facilities

Under section 10 of the German Postal Act (PostG), persons or companies contracted by a provider to operate a postal outlet do not need to be entered in the provider register

Instead, the contracting provider has to send the following information about the facilities operated to the Bundesnetzagentur electronically by 1 January and 1 July of each year:

  • the address of the facility
    (street, number, postcode, place),
  • the operator of the facility
    • for natural persons, their name, telephone number and email address,
    • for legal persons, the company’s name, legal form and registered office address, and the telephone number and email address of a contact person,
  • the type of facility.

Providers only operating postal outlets or self-service kiosks do not need to apply for entry in the provider register either (even when they are not contracted by another provider). However, they also have to send the above information to the Bundesnetzagentur by 1 January and 1 July of each year.

The following general administrative order contains further details about the required information and the technical format and interfaces:

General Administrative Order in accordance with section 10(2) PostG on providing information related to fixed-location facilities (Administrative Order No 1/2025)
(published in Bundesnetzagentur Official Gazette 1/2025 of 8 January 2025)

The Bundesnetzagentur may also publish the information provided about postal outlets and self-service kiosks in the provider register.
